The Institute for AI International Governance at Tsinghua University is China's core academic institution for AI governance research, studying AI safety governance, international AI coordination, and AI policy design. 学术历史
Tsinghua University's research in AI governance began in the late 2010s, developing systematically alongside China's national AI strategy. In 2020, the Institute for AI International Governance (I-AIGC) was established under the leadership of scholars including Xue Lan, responding to the governance needs arising from rapid AI technology development. The distinctive positioning of Tsinghua's AI governance research lies in its combination of a strong technical foundation from the Institute for AI (e.g., Tang Jie's large model research) and the policy research tradition of the School of Public Policy and Management, forming a technology-policy dual-driven model. Tsinghua participated in the formulation and consultation of China's New Generation AI Governance Principles (2019) and New Generation AI Ethics Norms (2021), and maintains dialogue with international organizations including the UN AI Advisory Body and the OECD.
当前状态
Tsinghua I-AIGC currently conducts research on AI governance-related topics: AI safety assessment, AI international governance mechanisms, AI ethics norms, and AI and national security. The institute offers PhD training programs and postdoctoral fellowships. It offers AI governance-related courses and regularly organizes international AI governance forums. The institute maintains close collaboration with the National New Generation AI Governance Expert Committee and participates in consulting on China's AI safety policy formulation. It also maintains academic dialogue with international institutions such as Stanford HAI and Oxford GovAI.

Xue Lan

Tang Jie

Expert in AI technology and large models, Professor in the Department of Computer Science at Tsinghua University, and lead of the GLM large model project. He contributes to AI safety and governance research from a technical perspective, bridging the technical implementation and policy design of AI governance.
